課程概述 |
善用資料與數位新興科技,提供政府服務、改善施政效能,進而為社會創造更多公共價值,是世界各國政府推動數位化治理的主要目的之一。近年來,不少先進國家提出資料分析及數位科技運用相關策略,以加強公共政策與服務品質,例如:德國推動數位國家服務整合,預計在2022年聯邦及各邦政府全面提供數位化行政服務。新加坡著重政府資料分析能力之提升,設定目標於2023年政府所有部會至少提出一項利用AI提供公共服務或政策分析的專案計畫,並對20,000名公務人員完成資料分析與資料科學訓練。日本規劃於2022年全民擁有數位化的個人編號卡(My Number Card),便利民眾申辦政府服務。我國從1996年開始推動電子化政府,直至2019年確立朝向智慧政府目標邁進。整體政府數位化治理樣貌,已從最初以網際網路為基礎的政府業務電子化及服務程序網路化,逐漸過渡到「以資料為核心」及「民眾需求導向」的政府治理模式。因此,本跨域專長系列課程旨在藉由跨領域主題式課程設計,讓學生從科技治理的角度切入,引導學生整體地關注國際關心的議題,藉由永續發展與科技治理的實踐目標。永續發展與科技治理實踐的課程中結合指導學生以永續發展的角度切入國際關心的議題,進而透過運用科技治理套件進行科技治理專題體驗實習,最後,培養學生撰寫永續發展與科技治理計畫書,以落實學生透過所學結合國際關心議題實踐自我能力的能力,這與本校重點發展項目及高教深耕計畫關鍵能力指標之永續發展、人文關懷與生命教育、大學社會責任、生成式AI應用、跨領域教學合作、多元教學方式等形成對應與關連。
Making good use of data and emerging digital technologies to provide government services, improve governance efficiency, and thereby create more public value for society is one of the main purposes of governments around the world in promoting digital governance. In recent years, many advanced countries have proposed strategies related to data analysis and the use of digital technology to enhance public policies and service quality. For example, Germany has promoted the integration of digital national services and is expected to fully provide digital administrative services to the federal and state governments in 2022. Singapore focuses on improving government data analysis capabilities and has set a goal that by 2023, all government ministries will propose at least one project plan to use AI to provide public services or policy analysis, and complete data analysis and data science training for 20,000 public servants. Japan plans to have all citizens have a digital My Number Card (My Number Card) in 2022 to facilitate people to apply for government services. Taiwan began to promote electronic government in 1996 and established the goal of moving towards smart government in 2019. The overall government digital governance has gradually transitioned from the Internet-based electronic government business and networked service procedures to a government governance model that is "data-centered" and "people's demand-oriented". Therefore, this cross-domain specialty course series aims to allow students to approach the perspective of technology governance through cross-domain theme course design, guide students to pay overall attention to issues of international concern, and achieve the practical goals of sustainable development and technology governance. The course on sustainable development and technology governance practice combines guidance on students to approach issues of international concern from the perspective of sustainable development, and then conducts technology governance topic experience internships through the use of technology governance kits. Finally, students are trained to write about sustainable development and technology governance. Plan book to implement students' ability to practice their own abilities through what they have learned in conjunction with issues of international concern. This is in line with the school's key development projects and the key competency indicators of the higher education deepening plan: sustainable development, humanistic care and life education, and the university's social responsibility. Generative AI applications, cross-field teaching cooperation, diverse teaching methods, etc. form correspondences and connections. |
