課程概述

德國雖然經歷了兩次世界大戰的失敗，卻在二戰的殘垣中快速地重新站立起來，一九九０年代兩德統一，徹底揮別二戰及冷戰陰影，更加戮力於歐洲的統合運動，於當代國際政治中成為諸強之一，在歐洲聯盟更是居於領導的角色，因此，了解當代德國政府及政治實成為大學通識基礎知識，本課程將先從歷史的發展來說明當代德國政府制度之形成，繼之再系統性地介紹當代德國政府組織及其運作，使修課學生能迅速地理解及掌握當代德國政府與政治之發展。

Although Germany experienced two world wars and failed, she stood very quickly again up in the ruins of World War II. Through the reunification of Germany in the 1990s, she said even very clearly Good-bye to the shadows of World War II and the Cold War. Furthermore, Germany makes more efforts to the Integration Movement in Europe- she becomes one of the great powers in the international politics and a leading role in the EU. Therefore, to understand the German Government and Politics should become the basic knowledge for general education in the universities. This course will start from the historical development to portray the formation of the contemporary German government. Then it will be followed by a systematic introduction to the contemporary German government organizations and their operation, so that students can quickly understand the contemporary German government and political development.

授課內容

本課程先以時間軸為主來講述當代德國之建立過程及政體之演變，接著介紹德國憲法—基本法之內容，並於基本法之架構上，探討德國政府之組織及其運作，最後再介紹與當代德國政治密不可分之歐洲聯盟，及德國在歐盟框架下的政治發展。
