課程概述 |
本課程教學目的在於透過土地層面的因應政策加以理解,並了解不動產時勢評述的實質意義,方能滿足使用人的需求心理,期望能培訓學生理解與不動產時勢評述的相關議題與能力;並且藉由土地政策,放眼世界之土地利用,在資源有限的情況下,且不同的環境中,眺望世界土地的利用形式和方法,培養學生專業素養外,亦可藉此養成國際觀,以面對未來資訊化之國際社會。土地政策是以平均地權為準則,為實現漲價歸公的社會公平!土地政策應公平合理,所有土地應一視同仁,不該限制某些土地的發展,讓其他土地無限發展,台灣在土地使用需求方面,雖然農地價格非常低廉,但在住宅、辦公、商業、工業、觀光、休閒、高科技產業等的土地需求量上卻越趨強勢,在非農業土地價格不斷的飆漲下,這代表著台灣土地使用分配的不均與不合理,而政府未能全面徵收已規劃為公共設施的公共設施保留地與繼承巷道,這又是一種霸道的作為,這完全不符合公平正義原則,所以政府要去依據人民、企業、生態、環保的需求,來作土地使用規劃,讓土地供需回歸市場面,方能迎合未來人民的需求!
