內容

課程概述

本課程引領同學檢視資訊科技如何影響公民與政府互動，以及政府如何使用這些技術提供大眾更有用的資訊與服務。在政府已大量使用資訊科技的今天，瞭解資訊與資訊科技在政府中扮演的角色，已成為公共管理者的必備知識。本課程內容主要包含以下幾個重要面向：資訊科技的發展、透明政府與數位民主、數位政策、通訊開放與管制、公共服務與資訊科技、數位落差與資訊均富、線上公民參與、網民行動潛力、臉書公共領域、監控與GPS，資訊安全與假新聞、個人隱私與電子監偵、資料科學與人民自主、社群媒體與集體議價、語言資料與輿情調查、人工智慧與世界公民。

The course leads students to exam how ICTs influence the interaction between citizens and governments, and how governments use the technology to offer information and service for the public. Topics taught include ICT development, open government, digital policy, electronic communication control, public services, digital divide, online citizenship, netizen action, Facebook sphere, information security, individual privacy, data science, social media, linguistic data, and AI.

2.能就數位治理相關議題的進行系統性評估。

3.提出與數位化治理相關的規劃與策略。

4.理解國際間對數位化治理的定位與走向。
